Organizational entropy is not noise inside a team. It is the sum of dependencies between components, unvalidated assumptions that cross team boundaries, and information that fails to reach decision-makers. This paper models the relationship and proposes measurement strategies.
The model

Where D is interdependence, R is the residue of unvalidated assumptions, and C is informational loss across boundaries. The weights are organization-specific and observable.
